馬總統預計將於13日至19日出訪中美洲友邦瓜地馬拉及貝里斯，並赴中美洲議會(PARLACEN)演講，向中美洲人民傳達我重視中美洲友邦的訊息。此行定為「久安專案」，將是馬總統任內最後一次出訪，馬總統此行去程過境休士頓，回程經洛杉磯。總統府下午將舉行記者會正式對外說明。
此行主要是中美洲議會邀請馬總統演講，由於中美洲議會成員國計有薩爾瓦多、瓜地馬拉、宏都拉斯、尼加拉瓜、巴拿馬及多明尼加，都是我國友邦，且議會議員多由卸任元首出任，不論是在區域內或是在各國，都具有重要影響力，我國立法院自1999年成為中美洲議會觀察員後，雙方互動頻繁。
此行雖只訪問瓜地馬拉及貝里斯兩國，但期間馬總統將會晤瓜國新任總統莫拉雷斯(Jimmy Morales)、貝里斯勝選連任的巴洛總理(Dean Barrow)、以及聖克里斯多福及尼維斯、聖文森及聖露西亞等加勒比海三友邦總理，據了解，近年來中國大陸透過「拉丁美洲及加勒比海共同體」(CELAC)架構，積極與拉丁美洲及加勒比海國家推動合作關係，與我國邦交國密集接觸。馬總統認為，為鞏固我國與拉美地區邦交國關係，推動高層赴訪甚為重要。他身為現任總統，有責任幫助下一任總統深化與邦交國的邦誼。
